MINUTES OF THE BRIDGEWATER TOWNSHIP COUNCIL
MARCH 1, 2008 CONFERENCE ROOM
The Township Council of the Township of Bridgewater, County of Somerset, State of New Jersey, convened a special session on Saturday, March 1, 2008, at 8:30 a.m. in the conference room in the Municipal Building, 700 Garretson Road, Bridgewater, New Jersey.
Council President Norgalis read the following announcement:
“In compliance with the Open Public Meetings Act of New Jersey, adequate notice of this meeting was provided on February 28, 2008, by sending written notice to the Courier News and the Somerset Messenger Gazette; posting on the bulletin board in the Municipal Building and filing with the Township Clerk.”
On call of the roll the following Council members were present:

Council President Norgalis led the audience in the Pledge of Allegiance.
On motion of Councilman Scaglione, second by Councilman Hsing, Council President Norgalis opened the meeting to the public.
No one wished to be heard.
On the motion of Councilman Hsing, second of Councilman Scaglione, the public portion was closed.
On motion of Councilman Scaglione, second of Councilman Hsing, the meeting relocated to the bus to begin the physical tour.
Mr. Bogart distributed a packet to the Council including maps, information of road surface techniques and a more detailed description of the specific road projects for 2008.
Mr. Bogart stated he would be narrating during the bus tour. He explained the tour would concentrate on various road conditions, storm drainage and road surfacing techniques that would be utilized in the proposed road improvement projects for 2008.
The meeting moved from the conference room to the senior citizen bus. The bus was driven by Mr. Langel. Maria Cermanaro of 555 Garretson Road joined the Township officials on the bus for the tour.
The tour covered many sections of the Township. Mr. Bogart explained techniques he would like to use for this year’s improvements, including the use of slurry and chip seals, which if applied as part of the initial program or shortly thereafter increases the lifespan of the roadways. He added the chip seals applied in 2005 were not well received by the public, however, he added the technique of combining slurry and chip seal creates a better texture to the roadway surface.
Mr. Bogart pointed out some areas where new pavement and drainage grates have already been implemented on the recently completed projects.
Council President Norgalis congratulated Mr. Bogart on his leadership and professionalism, over the last several years, in coordinating road improvements.
On motion of Councilman Moench, second of Councilman Hsing, and unanimous vote, the meeting was adjourned at 11:15 a.m.
